Request for Proposals Application Information

Minnesota Housing is now accepting HTF RA Program Request for Proposals (RFP) applications in accordance with Minnesota Statute 462A.201 and Minnesota Rules 4900.3760-4900.3769. Awards are subject to all policies established by the Minnesota Department of Administration Office of Grants Management.

Applications are due by noon Central time on Thursday, November 12, 2026.

Minnesota Housing anticipates awarding up to $24.7 million in funding, including $500,000 available only to applicants applying for both tenant-based rental assistance and housing navigation funding.

Available funding is contingent on the amount awarded by the Minnesota Legislature and may increase or decrease. Funding modifications and extension amendments may be approved, at Minnesota Housing’s sole discretion, resulting in total awards that may be greater or grant terms that may be longer than initially requested. Any funding modifications would be dependent on, among other factors, additional funding becoming available.
