Housing Trust Fund Operating Subsidy Program
The Housing Trust Fund (HTF) Operating Subsidy Program provides operating support to maintain the economic viability of supportive housing developments that are funded by Minnesota Housing and serve people experiencing homelessness.
Program Administration
The following forms are used by the Operating Subsidy Program. Please refer to your property's grant contract agreement or contact us to determine which forms are required:
- Draw Request Form and Annual Report – This form must be submitted within 60 days of the end of the Development’s operating year to request Grant Proceeds for the current fiscal year. This form is also attached to the current grant contract agreement.
- Budget Workbook – Use this budget form to submit with the annual draw request.

Draw Requests
Grantees are required to submit annual draw requests within 60 days of the end of the property’s operating fiscal year. Minnesota Housing provides submission instructions to grantees 30 days prior to the draw request due date. Draw requests and supporting documentation must be submitted via the Multifamily Secure Upload Tool. Using the online tool, send items to mhfa.app@state.mn.us.
