Operating Subsidy Program

Minnesota Housing and the Department of Human Services Mental Health Division (DHS-MHD) cooperatively offer Operating Subsidy (OS) Grant Renewal applications. The purpose of the Operating Subsidy grant is to provide operating support to ensure the economic viability of supportive housing developments that serve people experiencing homelessness

Eligible Applicants and Funding Uses

Current Minnesota Housing or DHS Housing with Supports for Adults with Serious Mental Illness (HSASMI) Operating Subsidy (OS) grantees, with grants expiring on or before December 31, 2017 are eligible to apply for renewal funding for a two year term.  See list of eligible properties.

The Operating Subsidy (OS) may fund a development’s operating and maintenance expenses, including Revenue Shortfall, Tenant Service Coordination activities and Front Desk activities.

Applications will be evaluated based on funding need and grantee performance.

Application Timeline

  • RFP published on March 6, 2017

  • RFP Q&A conference call on March 14, 2017 from 9:30 to 10:30 a.m.

  • Applications due on April 11, 2017 by 4:30 p.m.

  • Funding awards announced on, June 22, 2017

  • Grants are for a two year time period

The following forms are used by the Operating Subsidy Program. Please refer to your property's grant agreement or contact Minnesota Housing staff to determine which forms are required. Capital financing may require additional submittals.
