Development Team Qualification Forms

All development team members must have current Qualification Forms on file for each funding round they apply for funding.  Qualification forms are valid for 12 months. See more information about Qualification Forms.

Important Dates

  • Monday, March 18 by 5:00 p.m.: Preservation pre-application appraisal requests due for projects with a Market Conversion Risk of Loss.  See the preservation pre-application for details.
  • Friday, April 5: RFP published and Intent to Apply and application materials available in the Multifamily Customer Portal.
  • Thursday, May 2 by 5:00 p.m.: Preservation pre-applications due.
  • Friday, May 17 by 5:00 p.m.: Intent to Apply due - required for all Multifamily applications (date may change based on state legislative actions).
  • Monday, June 3 by 5:00 p.m.: Multifamily applications due.

Early Released Application Materials

Supportive Housing Application Materials

Applicants need to contact the Continuum of Care (CoC) Coordinator and County or Tribal Human Services staff early in the RFP process to plan supportive housing units.  The CoCs and Human Services staff can provide applicants information about community needs and resources.  They also need to complete the forms below for applicants; these forms must be submitted with the RFP application (as applicable):

Housing Infrastructure Bonds (HIB)

Minnesota Housing is targeting $60 million in HIB proceeds to be available for the 2019 RFP. Eligible uses include affordable housing for seniors age 55 and older (approximately $50 million with targeting as prioritized by the legislature for people with behavioral health needs and for people or families at risk of experiencing homelessness). Tutorials and Training Materials

  • RFP and Technical Assistance Kickoff: Minnesota Housing hosted a 2019 RFP/2020 HTC Technical Assistance Kickoff meeting on Thursday, January 10 followed by breakout sessions for small group preliminary technical assistance. You can view the slides from the morning session. The recorded morning session will be integrated into the RFP tutorials and tutorials will be posted on this webpage in April.
