Minnesota Housing offers several programs for lenders doing business in Minnesota to reach more borrowers. To apply for participation in one of our single-family mortgage loan programs, download and/or print Minnesota Housing Single Family Division Contracts and Application forms for the program in which you are interested. When filling out these forms, keep in mind that any data typed into the form will disappear upon closing the form and will not be saved.
Please print your completed form prior to closing and be sure to check the "Auto-rotate and center pages" box in your Print options and uncheck the "shrink to fit" or "expand to fit" boxes if applicable.
First Time Homebuyer Mortgage Loan Programs
Minnesota Mortgage Program (MMP): The Minnesota Mortgage Program (MMP) is a first time homebuyer loan program that helps low to moderate income Minnesotans to buy a home. The program offers affordable, low interest rates to assist households purchasing eligible homes in Minnesota.
Under the program, lenders originate, process, underwrite, close and fund the loans in accordance with an industry standard secondary market loan product and the Minnesota Mortgage Program Procedural Manual. After, closing the loan, the lender sells the loan to the Minnesota Housing Master Servicer, US Bank Home Mortgage - MRBP Division.
Community Activity Set Aside Program (CASA): CASA is an add-on program for eligible MMP Lending Partners, that provides affordable mortgage financing to support community-based partnerships targeting resources to increase the emerging market homeownership rate and address workforce housing issues. As with the Minnesota Mortgage Program, lenders sell closed loans to Minnesota Housing Master Servicer, US Bank Home Mortgage - MRBP Division, providing income eligible first-time homebuyers with a low, fixed interest rate on their first mortgage and loans for entry cost assistance (downpayment and closing costs).
Lenders, local governments and non-profit housing providers interested in forming a partnership to access funds established to support community initiatives apply throughout the year subject to funds availability. At a minimum, partnerships must include at least one government or nonprofit partner and a local Minnesota Housing lender.

HOME Homeowner Entry Loan Program (HOME HELP): HOME HELP is an add-on program for eligible CASA initiatives and provides eligible first-time homebuyers with an interest-free deferred loan for downpayment and closing costs.
Lenders, local governments and nonprofit housing providers interested in forming a partnership to access HOME HELP funds to support their community initiatives can apply for access to HOME HELP throughout the year, subject to fund eligibility. These initiatives must focus on HOME HELP priorities. At a minimum, partnerships must include at least one government or nonprofit partner and a local Minnesota Housing lender.

Home Improvement Loan Programs
Fix-up Fund (FUF): Minnesota Housing purchases eligible home improvement loans from participating Lending Partners. The loans are originated to low-and moderate-income homeowners designated by Minnesota Housing.
Participating Lending Partners will independently process, underwrite, close and fund each loan using normal, prudent underwriting standards, provide their own funds to the borrowers, then sell the loans to Minnesota Housing. The lenders are paid a processing fee per loan, and are reimbursed for the original principal amount of the loan.
Community Fix-up Fund (CFUF): CFUF is an add-on program for eligible FUF lending partners and provides and provides affordable financing to support community-based partnerships that target resources. Lenders who work with CFUF are able to offer a slightly lower interest rate for regular CFUF loans, and the program has options for originating non-prime and discount loans. Rehabilitation Loan Program (Rehab) and the Emergency and Accessibility Loan Program: The Rehabilitation Loan Program and the Emergency and Accessibilty Loan Program, assist low to moderate income homeowners in financing home improvements that directly affect the safety, habitability, energy efficiency and accessibility of their homes.
Foreclosure Prevention Loan Program
Foreclosure Prevention Assistance Program (FPAP): Minnesota Housing provides eligible 501c3 non-profit organizations with access to funds to assist borrowers at risk of losing their homes in the State of Minnesota. Eligible organizations apply through the Homeownership Education, Counseling and Training Fund (HECAT) Request for Proposal on an annual basis.
